Message from Alamo RMA Chairman

 

Dear Friends and Neighbors:

For those of us who live, work or drive along the 281 North corridor, the recent news that the highway expansion project lost environmental clearance, effectively halting construction for at least the next three years, is frustrating. No one understands this more than the Alamo Regional Mobility Authority (Alamo RMA), which was created to bring relief to the traffic congestion in the 281 North corridor. Despite the recent setback, the Alamo RMA remains committed to working with the community and improving mobility on 281 North.

The State of Texas faces daunting transportation challenges. An exploding population, aging highway system and dwindling gas tax revenues have resulted in a severe funding deficit both for highway maintenance and new lane construction. To put it in perspective, the local metropolitan planning organization was forced to postpone more than $419 million in projects over 10 years or more due to lack of gas tax funds. In 2010, we anticipate receiving $19 million in gas tax funds. With the rapid rise in construction costs, $19 million will be enough to build only one mile of roadway.

The withdrawal of environmental clearance provides challenges, yes, but it also provides a unique opportunity. We have a clean slate on 281 North. By completing a more comprehensive Environmental Impact Statement (EIS), rather than the multiple Environmental Assessments (EA) that had been completed in the past, we can completely and definitively address environmental concerns. In addition, the complex EIS process requires extensive community involvement. Every concern, every idea, and every voice will be heard as the process moves forward.

The Alamo RMA was created to act as the local voice for transportation in our community. It is not a local arm of TxDOT. It acts independently and, since all members are appointed by elected officials, it is accountable to the voters at every level. As part of that charge, we believe it is critical that residents who live along the 281 North corridor understand the complete, factual history of the 281 North Project. The "4-1-1 on 281" is a new community involvement effort to engage the community in a discussion about 281 North. Using different tools, including a website and other materials,we will provide answers, clarify misinformation and open lines of communication with the community. Please continue to visit this website for continuously updated information on all that affects the 281 North corridor, as well as opportunities to provide feedback and ask questions.
